Is there asbestos in my Traralgon house?

Does my house have asbestos? Latrobe City's homeowner fact sheet answers with a date: if your home was built before 1990, it probably contains asbestos. The council also says about three in four homes across Latrobe City are likely to have some, against roughly one in three nationally. That's the Valley's building history showing through.

In Traralgon the likely spots follow the age of the street. APM built around 1,000 houses in town for its mill workers from the late 1930s, and the Housing Commission put up 199 more on the old Traralgon Park land around Gordon Street, finished in 1952. Then the Loy Yang years took the town from 14,666 people in 1971 to 19,774 in 1991. In our reading of the era, houses from those years commonly have cement sheet in the eaves, the wet areas or the back shed; nobody has surveyed Traralgon street by street. The same fact sheet says asbestos in a house is usually the bonded kind, set hard in cement. It names two exceptions that can be friable: the lining of old electrical switchboards and the backing on vinyl floor sheeting. Both tend to turn up mid-renovation, which is why a test before the builder starts pays for itself.

The flip side matters too. Asbestos building products were banned nationally from the end of 2003, so a house in one of the newer estates on the north and east edges of town, built after that, shouldn't have any. Who's allowed to take it down

There are two licence classes in Victoria, both issued by WorkSafe. Class B covers bonded cement sheet: fences, eaves, super six roofing, wall sheets. Class A covers that plus the friable material, the stuff that crumbles in your hand: old pipe lagging, loose insulation, and fire-damaged sheet that now crumbles.

The rules are written for people doing the work as a job. A tradie or handyman with no licence is capped at 10 square metres of bonded material and an hour of that work in any seven days. A side fence or a garage roof blows past that in the first few sheets. For homeowners, the state's asbestos.vic.gov.au says removal is best done by licensed removalists, and GARDS, the asbestos support group based in Moe, says it doesn't encourage anyone to remove asbestos at home.

On a licensed job the removalist notifies WorkSafe in writing before starting and gives you a copy. Any friable work, and any bonded job over 10 square metres, also ends with an independent inspector signing the area off with a clearance certificate.

How much it costs, and why

How much a job costs comes down to a short list: the square metres, whether the sheet is solid or crumbling, how easy it is to reach, the WorkSafe paperwork and any clearance, and the drive to a licensed facility. Small jobs tend to land on a minimum call-out, because the setup and wrapping cost the same for six sheets as for sixty. Where the waste ends up

A homeowner's own small load can go to Latrobe City's Hyland Highway Landfill at Loy Yang, by appointment and paid for in Morwell before you drive out. The disposal page has the booking, wrapping and payment steps in order.

The council lists commercial asbestos as not accepted, so a load taken down by a licensed removalist goes to an EPA-licensed facility instead, and that's built into their price. The removalist logs that load in EPA's Waste Tracker system, which leaves a record of where it went. And don't put fibro out for hard rubbish: Latrobe's hard waste collection doesn't take it.

Questions people ask

We bought in one of the new estates. Could the house have asbestos?

If it was built after the national ban at the end of 2003, it shouldn't contain asbestos building products. The exception is anything older brought onto the block, like a relocated shed or second-hand sheeting. If in doubt, test it.

We live in Traralgon. Can I drive a few old sheets out to Loy Yang myself?

If you're a Latrobe resident with a small domestic load, the Hyland Highway Landfill will take up to one cubic metre by appointment, once you've paid at council's Morwell headquarters. Who do I tell if the neighbour is smashing up fibro in their yard?

The Latrobe Valley Asbestos Taskforce's who-does-what guide says a homeowner doing their own removal is a matter for the local council, on 1300 367 700. If it's a contractor doing it badly, that goes to WorkSafe on 1800 136 089.

We're selling an old APM place. Does the fibro have to come out before it goes on the market?
